When Costco Actually Discounts Toilet Paper, Paper Towels, and Laundry Detergent (Based on Real Coupon Books)

We tracked three years of Costco coupon books to find exactly when toilet paper, paper towels, and detergent go on sale. The answer is more predictable than you think — and one of the three is almost never discounted.

If you’ve ever bought a 30-pack of toilet paper at Costco the week before it goes on sale, this post is for you.

Costco runs a new coupon book roughly every four weeks — about 12 per year. Each book is valid for 26–28 days and contains direct price reductions on 50–150 products. The category mix changes every book; not every product appears every cycle.

The data below comes from three years of Costco coupon books (March 2023 through May 2026), cross-referenced across archived coupon book scans and tracking records. The goal: find which months specific household categories reliably show up, and which ones don’t.


How Costco’s Discount Mechanism Works

Before the data, one structural point worth knowing: Costco runs two overlapping discount programs.

Coupon book (instant savings): A direct price reduction at the register — no coupon needed. These appear in the printed coupon book and run for the book’s full 26–28 day window.

Procter & Gamble rebate: A separate annual promotion, typically running August–September, where buying $100+ of qualifying P&G products (Tide, Bounty, Charmin, Cascade, Dawn, Oral-B, Gillette, Crest, and others) earns a Costco Shop Card. This stacks with the coupon book discount if both are active simultaneously.

Both affect the same products, but differently. The P&G rebate is not a price cut — it’s a cash-back structure that requires hitting a spending threshold. The coupon book discount is simpler: the price is lower at checkout.


Laundry Detergent: Essentially Always on Sale

Laundry detergent appears in every coupon book reviewed. Not always the same brand or SKU, but the category is consistently covered.

The May 2026 book featured four Tide SKUs simultaneously, which is typical of high-coverage months. Lower-coverage books still carry at least one laundry product.

Practical takeaway: Keep one backup unit and buy during any book that includes a laundry deal. You’ll rarely wait more than one book cycle (4 weeks).


Toilet Paper: Depends on the Brand

Costco carries two main toilet paper options: Charmin Ultra Soft (typically ~$33 for 30 rolls) and Kirkland Signature bath tissue (~$20–$22 for 30 rolls). They behave very differently at sale time.

Charmin: Appears Roughly 3–4 Times Per Year

Six confirmed appearances across roughly three years, with gaps of 2–7 books between them. The discount has consistently run $5.80–$6.60 (18–20% off retail). March and May 2026 appearing in back-to-back books is the tightest gap observed; the typical spacing is 2–3 books.

Kirkland Bath Tissue: Genuinely Rare

In three years of coupon books reviewed, Kirkland Signature bath tissue appeared as a coupon book discount twice:

  • April 2021: $1.50 off
  • November 2025: $3 off (final price: $17.99)

When the November 2025 deal appeared, Hip2Save noted it was the first discount on Kirkland bath tissue since 2021. That’s a four-year gap between confirmed coupon book discounts.

Kirkland is already the lower-priced option at Costco — the pricing margin doesn’t support regular promotions. When a discount does appear, it’s worth stocking up. But it can’t be planned around.

Practical takeaway: For toilet paper planning, track Charmin’s cycle — roughly 3–4 times per year. If you use Kirkland, buy on a normal schedule and treat any coupon book discount as a windfall, not a scheduled event.


Paper Towels: A Consistent Fall Pattern

Of the three categories, paper towels have the clearest seasonal pattern.

In none of the January, March, May, or July–August books reviewed did paper towels appear as a standalone coupon book discount.

The pattern: the P&G rebate (late August–September) makes Bounty eligible for rebate stacking, and the September–October coupon book carries a direct $5–$6 price reduction. These two promotions have run back-to-back in both 2024 and 2025.

Practical takeaway: Stock up in September–October. That’s the reliable annual window for $5+ off Bounty. Enough supply to last through the following summer means rarely paying full price.


Other Household Categories Worth Tracking

Several other patterns emerge consistently from the data.

Cascade Dishwasher Detergent

Cascade appeared in the January 2025 book ($5 off) and the May 2026 book ($4 off Cascade Complete Pacs, $2.50 off Cascade Platinum). Dawn dish soap appeared in both the September 2024 and January 2025 books. P&G-brand cleaning products cycle through multiple times per year, not just during the fall rebate window.

Oral-B Replacement Brush Heads

The 10-count CrossAction replacement heads appeared in the January 2025 book ($11 off), the September 2025 book ($11 off), and the May 2026 book ($11 off for multiple head SKUs). Three confirmed appearances in roughly 18 months suggests a recurring cycle of approximately every 4–5 books. Regular price is ~$55; the $11 discount (20% off) has been consistent.

OTC Medications

Advil appeared in the January 2025 book ($4.50 off). MiraLax and Prilosec OTC appeared in the May 2026 book ($7 off and $5 off respectively). OTC medications rotate through — not every book, but several times per year. Discounts are substantial relative to drugstore pricing.

Vitamins and Supplements

The January 2025 book carried discounts on vitamins and protein powders. The May 2026 book covered 15+ supplement SKUs at $3.50–$8 off — Nature Made, Kirkland Fish Oil, Centrum Silver, Sports Research, Garden of Life, and others. The specific brands rotate heavily, but the supplement section is well-represented in most books. This is one of the more consistent Costco discount categories year-round.


The Buy-Ahead Framework

Based on confirmed coupon book data:

Laundry detergent: Keep 1–2 units on hand. Buy during any book that has a laundry deal — the wait is at most 4–8 weeks.

Toilet paper (Charmin): A 2-pack buffer is enough. Discounts run 3–4 times per year; roughly every 2–4 months.

Toilet paper (Kirkland): Buy on a normal schedule. Discounts are rare and unpredictable.

Paper towels: September–October is the annual stock-up window. Buy enough for 6–8 months.

Cascade and Dawn: Appear multiple times per year — no need to over-stock. One backup is enough.

Oral-B brush heads: Buy when you see the $11 discount; it recurs roughly every 4–5 months.

OTC medications and vitamins: These are non-perishable and discounts are predictable. One stock-up per appearance is reasonable.


A Note on the Data

The coupon book dates and discount amounts in this post come from archived coupon book scans and tracking records from WalletHacks, CostContessa, Hip2Save, and Costco97, covering March 2023 through May 2026. The full May 2026 book was used for the most comprehensive single-book cross-section.

Coupon books vary by region — some products are warehouse-only. The November 2025 Kirkland bath tissue discount was noted as region-specific in some records. The patterns here reflect US warehouse coupon books; online pricing may differ.

Retail prices shift over time. The dollar-off discount structure has been consistent across the books reviewed, but regular prices — and therefore final sale prices — change independently.
